FedRAMP's Continuous Monitoring (ConMon) program was designed for a world where systems change through deliberate, documented configuration updates. You patch a server, you log it, your 3PAO reviews it during the next assessment, everyone moves on. The underlying assumption is that a system's security posture remains relatively stable between authorized changes. AI systems, particularly those with any degree of self-updating behavior, break that assumption in ways that the current ConMon framework is not well equipped to handle.

How ConMon Actually Works (and Where It Gets Strained)

Under FedRAMP Rev 5, cloud service providers (CSPs) operating at any impact level must submit monthly ConMon deliverables to their authorizing official (AO). These include vulnerability scans, POA&M updates, inventory changes, and incident reports. Annually, a subset of controls gets reassessed by a 3PAO. The whole system runs on NIST SP 800-137 and maps back to the 800-53 Rev 5 control catalog.

The key controls in play here are CA-7 (Continuous Monitoring), CM-2 (Baseline Configuration), CM-3 (Configuration Change Control), and SI-7 (Software, Firmware, and Information Integrity). Together, they create a framework where you establish a known baseline, monitor deviations from it, and document any changes through a formal change control process.

For traditional infrastructure, this works. For an AI model that adjusts its own weights, decision boundaries, or feature importance rankings through retraining or online learning, the concept of a "baseline configuration" starts to get philosophically complicated.

The Core Problem: Behavioral Drift Without Configuration Change

Consider a machine learning model deployed in a DoD environment for document classification or threat detection. If that model incorporates feedback loops, periodic retraining on new data, or any form of continual learning, its outputs can shift meaningfully without anyone touching the underlying code or infrastructure. The container image stays the same. The API endpoints are unchanged. The network configuration is identical. But the model's behavior, its actual security-relevant functionality, has changed.

Under current ConMon requirements, none of this would necessarily trigger a change control event. CM-3 is oriented around changes to information system components. If the model binary or the serving infrastructure hasn't changed, a strict reading of CM-3 might not flag a retraining event at all. And that creates a gap where a system could drift from its authorized state without generating any of the artifacts that ConMon relies on to detect drift.

This is not a theoretical concern. NIST's AI Risk Management Framework (AI RMF 1.0, published January 2023) explicitly calls out "emergent properties" and "post-deployment behavior changes" as risk factors. The DoD's own Responsible AI Strategy, updated in June 2022, acknowledges that AI systems require governance mechanisms beyond traditional software lifecycle management. But FedRAMP's ConMon guidance hasn't yet caught up to these frameworks in a concrete, operational way.

What FedRAMP Is Doing (and Not Doing) About This

FedRAMP's modernization push, accelerated by the FedRAMP Authorization Act signed into law as part of the FY2023 NDAA in December 2022, has focused primarily on streamlining the authorization process and expanding automation. The program management office (PMO) has signaled interest in AI-specific guidance but hasn't published anything binding yet.

The March 2024 OMB Memorandum M-24-10, which governs federal agency AI use, does require agencies to implement monitoring practices for AI systems that impact rights or safety. But it places the burden on agencies as consumers, not on CSPs as providers. If you're a CSP offering AI capabilities into a federal environment, you're still operating under the standard ConMon framework, which means you need to figure out how to map AI-specific risks onto existing controls yourself.

Some 3PAOs have started asking pointed questions about model governance during assessments. Coalfire and Schellman, two of the larger FedRAMP 3PAOs, have both published thought leadership on AI in authorized environments. But assessment consistency varies widely, and there's no standardized approach to evaluating whether an AI model's behavior has stayed within the bounds of its authorization.

Practical Approaches That Work Within Current Requirements

If you're operating an AI system in a FedRAMP-authorized environment today, here's what actually works within the existing control framework:

  • Treat model retraining as a configuration change under CM-3. Even if the infrastructure doesn't change, a retrained model is functionally a new version of a system component. Document it that way. Include it in your change control board process. Log the training data lineage, the performance metrics before and after, and any changes to output distributions.
  • Establish behavioral baselines under CM-2. Your system security plan (SSP) should define not just the technical configuration baseline but also the expected behavioral envelope of your AI components. This means documenting acceptable ranges for key performance metrics, output distributions, and decision thresholds.
  • Implement integrity monitoring under SI-7 that covers model artifacts. Model weights, training data checksums, and feature pipelines should all be subject to integrity verification. If a model file changes outside of your change control process, that should generate an alert with the same urgency as an unauthorized binary modification.
  • Add model performance metrics to your monthly ConMon deliverables. Your AO may not require this yet, but proactively including model drift metrics, accuracy tracking, and output distribution analysis in your monthly submissions demonstrates governance maturity and gets ahead of where the requirements are clearly heading.
  • Map your AI governance to NIST AI RMF functions. The four functions (Govern, Map, Measure, Manage) align reasonably well with FedRAMP's existing control families. Creating an explicit crosswalk between your AI RMF practices and your FedRAMP controls makes your 3PAO's life easier and strengthens your authorization narrative.

The Assessment Gap That Keeps Growing

Annual assessments are particularly problematic for AI systems. A model that was assessed in January and found to be performing within acceptable parameters could be operating in a fundamentally different way by March if it's been retrained on new data. The annual assessment cadence was designed for systems that change slowly and deliberately. AI systems can change quickly and, if not properly governed, subtly.

The DoD has recognized this to some extent. The DISA STIG process has started incorporating application-layer behavioral requirements for certain system categories, and the Cybersecurity Maturity Model Certification (CMMC) 2.0 framework, while focused on CUI protection, introduces some concepts around continuous validation that could eventually influence how FedRAMP handles AI. But right now, there's a meaningful gap between the pace of AI system evolution and the cadence of FedRAMP's monitoring and assessment cycles.

For defense contractors and CSPs operating in this space, the practical implication is that you need to build internal monitoring capabilities that exceed what FedRAMP currently requires. Waiting for the framework to catch up means operating with unmonitored risk in the interim.
